The translation of the two-digit action code (i.e. promotion, casual to career, change
in fund source). A different set of action codes exist for each level of action: employee,
appointment and distribution. The action level indicates whether this action relates to an
action affecting the individual person (per), the appointment (app) or distribution (dist)
level. This entity will be manually maintained.
