The translation list for the Foreign Country Code indicating the non-citizen's
homeland. As in most tables from the CTL, there is an action code (add, delete, change)
and date associated with each entry. This data originates from the Control Table (CTL).
Note, the country codes within the Payroll system are not necessary the same as used by
the Banner Student Information System.
