Nobody Under Pressure at All Times

Nobody should be under pressure all the time, and such constant pressure is not required for high-speed development.

In the Requirements Planning and early User Design stages, users are under pressure to think through their needs and convert them quickly into a design. In the Construction stage, the pressure shifts to the Construction (SWAT) Team. During Implementation and preparation for Implementation, the user executives responsible for bringing the system into operation need to move with speed.
