If early attempts at rapid development run into trouble, the problem may be an inappropriate choice of tool. In this case, the organization must find a toolset that meets its needs and switch to it as soon as possible. IT communities often become committed to an inadequate toolset and fail to switch when the inadequacies are discovered. The change to a different toolset is painful and should be done as early as possible, before many people have climbed the learning curve with the inadequate tools. Organizations should avoid CASE tools that are not integrated, as these are likely to prove inadequate.
