Successful rapid development requires an entirely new IT environment, based on the principles of information engineering, RAD, and reusability, and built around the use of CASE tools and a well-managed repository. Creating such an environment requires a dramatic change in culture within the IT community.
Changing the culture of a large IT community is a difficult task. IT managers and professionals are often surprisingly reluctant to adopt new techniques. The first step in managing a change from old methodologies, techniques, and tools to new ones is to ensure that the top IT executives are totally committed to the change. The executives must fully understand the methodology and push hard for its implementation.
